Subsection 53A-1-401(1)(a) directs the Utah State Board of Education to make rules regarding licensure of educators, and Subsection 53A-1-401(3) allows the Utah State Board of Education to adopt rules in accordance with its responsibilities.

This rule continues to be necessary because it provides standards and procedures for high school teachers to qualify for the driver education endorsement. Therefore, this rule should be continued.
