Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

Subsection 53A-1-402(1)(a) requires the Utah State Board of Education to make rules regarding the qualifications of personnel providing direct student services and the licensing of educators, and Subsection 53A-1-401(3) allows the Utah State Board of Education to adopt rules in accordance with its responsibilities.

No written comment has been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule continues to be necessary because it provides standards for professional development instruction as it relates to educator licensing. Therefore, this rule should be continued.
