    NOTICE OF REVIEW AND STATEMENT OF CONTINUATION

    Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

    Subsection 53A-1-402(1)(a) directs the Utah State Board of Education to establish rules and minimum standards for the qualification and licensing of educators and ancillary personnel who provide direct student services, and Subsection 53A-1-401(3) allows the Utah State Board of Education to adopt rules in accordance with its responsibilities.

    Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

    No written comment has been received.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    This rule continues to be necessary because it provides eligibility requirements for applicants for educator licenses and criteria and procedures for licensed teachers to earn endorsements. Therefore, this rule should be continued.
