    Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

    This rule is authorized pursuant to Section 54-8b-13 which requires the commission to make rules to implement requirements for operator-assisted services.

    Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

    No comments have been received in the last five years.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    Section 54-8b-13 continues to require this rule. This rule ensures that customers of operator-assisted service are informed of rates, surcharges, terms, or conditions of using operator-assisted services. The rule contains requirements for information: to be provided at the telephone set; to inform customers as to which provider is providing the service, or that a call is being transferred to another provider; and requirements for providers of operator-assisted services before a call is completed and when a call in "uncompleted". Requirements for 911 calls, "0" calls, and end-user choice are also provided in this rule. Availability of customer complaint toll-free number requirements are contained in this rule, along with caller access when a call aggregator is involved. This rule also contains enforcement provisions, and therefore, this rule should be continued.
