R392-400-2. Purpose

  It is the purpose of this rule:

  (1) to protect, preserve and promote the health and safety of the public;

  (2) to prevent and control the incidence of communicable diseases;

  (3) to reduce hazards to health and environment;

  (4) to maintain adequate sanitation and public health; and

  (5) to promote the general welfare of the public.
