(1) For all fuel sites for which DFO purchases fuel:
(a) The authority to purchase bulk fuel resides exclusively with DFO.
(b) All fuel stored at, or contained in, fuel sites for which DFO purchases fuel shall be the property of the State of Utah, DFO.
