This proposed rule provides definitions in addition to those provided for in statute. This rule outlines the application process, applicant qualification, and the criteria utilized by the PAB Review Board (Board) to determine the allocation of the federally-provided volume cap amount for each type of applicant. This rule also outlines the process for requesting extension of bond allocation or a Carryforward Certificate. This rule also describes the circumstances under which the Board may revoke allocation.
