Summary

The amendments include the process whereby Level 1 and Level 2 trauma centers applications can be made and evaluated for need. The intent is to provide a fair method of determining if additional Level 1 or Level 2 trauma centers are needed for a given population center. The process will reduce unnecessary over-designation. Excessive numbers of Level 1 and Level 2 trauma centers would increase the cost to the overall system. It would not allow sufficient types of patients to be routinely treated, and thereby reduce the proficiency of specialized skill sets currently utilized in Level 1 and Level 2 trauma centers.
