Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

Section 53A-1-401 allows the Utah State Board of Education (Board) to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law; and Subsections 53A-1-402(1)(a)(i) and (ii) require the Board to establish rules and minimum standards for the qualification and certification of educators and for required school administrative and supervisory services.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

No written comment has been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

Rule R277-530 continues to be necessary because it provides statewide effective teaching, educational leadership, and educational school counselor standards for Utah teachers, administrators, and school counselors. Therefore, this rule should be continued.
