Subsection 53A-1-401(3) allows the Utah State Board of Education (Board) to adopt rules in accordance with its responsibilities, Subsection 53A-1-402(1)(b) directs the Board to make rules and minimum standards regarding access to programs, and Subsection 53A-1-402(3) authorizes the Board to administer funds made available through programs of the federal government.
