This rule implements the early intervention program under Part C of the Individuals with Disabilities Education Act (IDEA) and implementing regulations found at 34 CFR 303.500 for children with disabilities under three years of age, and their families. It is authorized by Section 26-10-2. The Utah Department of Health is designated as the lead agency responsible for the administration of the program.
