Subsection 63-11-17(1)(b)(ii) allows the board and Division of State Parks and Recreation to establish use or access restrictions within state parks. These restrictions require definition as added by Rule R651-602 as it states the prohibited areas and restrictions for aircraft and powerless flight within the state park system. As items are defined within a state park that are considered restrictions or accesses, they are clearly defined by rule and listed as access restrictions and use in statute.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The statute lists the ability of the board and Division of Parks and Recreation to establish use or restrict access within state parks. Rule R651-602 is a definition of some of the restrictions and uses and how they are handled by our parks. It explains in more detail in rule to complement what is written in code. Therefore, this rule should be continued.
