    Subsection 63-25a-406(c) directs the Crime Victim Reparations Board to "adopt rules to implement and administer" the Crime Victims' Reparations Act.

    The rule provides guidance on contested claims and provides a standard regarding finality of appeals, and therefore, this rule should be continued.
