Purpose of the rule or reason for the change:
In order to measure the economic impact of Utah Science Technology and Research (USTAR) programs in terms of jobs created, a definition of a "high-quality job" is required in order to measure impacts against a known benchmark. This definition provides that benchmark. Additionally, Subsection 63M-2-302(1)(c) requires the USTAR governing authority to define high-quality jobs.
Summary of the rule or change:
"High-quality job" means a job that provides compensation of more than 125% of a county average wage as reported by the Department of Workforce Services.

By implementation of a standard for high-paying jobs, USTAR will be better able to articulate and measure the effectiveness of current programs or identify additional programs which may be required. This rule provides a definition. Therefore, there is no additional cost or saving associated with this administrative rule and no cost impact to the state budget.

By implementation of a standard for high-paying jobs, USTAR will be better able to articulate and measure the effectiveness of current programs and benchmark them against county average wages, therefore offering the ability to capture metrics at the county-level. This rule provides a definition. Therefore, there is no additional cost or savings associated with this administrative rule and no cost impact to local government.

R856-7-2. Definition .
