Section 34A-1-104 authorizes the Labor Commission to adopt rules necessary to administer the Workers' Compensation Act, Occupational Disease Act, Safety Act, payment of wages and employment of minors laws, Antidiscrimination Act, and the Occupational Safety and Health Act. Pursuant to that authority, and as required by Section 63-46B-21, the commission has adopted Rule R600-1, which establishes the requirements and appeal rights for declaratory orders.

As required by Section 63-46b-21, this rule provides the procedures for submission, review, and disposition of petitions for agency declaratory orders on the applicability of statues, rules and orders governing or issued by the commission, and should be continued.
