Subsection 73-18-8(2) states that when a vessel is on the waters of Utah, between sunset and sunrise, it will display navigation lights. This rule follows the statute and is necessary for the safety of the recreating public in the state of Utah.

This rule should be continued for safety reasons, as it requires those recreating public, who use the waters of Utah to keep their boats visible at all times with lights that can be seen from a distance of one to three miles.
