Section 73-18-7 explains registration requirements, exemptions, agents, pubic records, period of registration and renewal expiration, notice of transfer of interest or change of address, duplicate registration, invalid registration and powers of the board to designate the suffix to assigned numbers. The rule more clearly defines what the board can do to govern the use of the state park system.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
A motorboat or sailboat registration and number are necessary for the tracking of vessels while being used on the waters of Utah. The registration and number designate the state, county, and type of vessel that is owned. This is an important tool in tracking and showing the powers of the board and should continue.
