The Help America Vote Act of 2002 requires each state to define what constitutes a vote (see 42 USC 15481(a)(6)). In response to this mandate, the chief election officer proposed this rule under the authority of Utah Constitution Article VII, Sections 1, 5, and 14, and Subsection 67-1a-2(2).
