This rule implements Subsection 65A-1-4(2) which authorizes the Division of Forestry, Fire and State Lands to adopt rules necessary to fulfill the purposes of Title 65A.

No comments have been received to date.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Title 65A, Chapter 6, requires that mineral leases contain requirements for prompt payment of rent in advance. Prompt payments are a legitimate requirement for other mineral lease obligations and other land use authorizations issued by the division. In the conduct of business, it is important that the division's customers understand how and when payments are to be made and how failure to make payments may affect the business relationship. Therefore, this rule should be continued.
