As per Subsection 53-3-205 (16)(b)(i), the division may upon request, release to an organ donor procurement organization the names and addresses of persons who wish to donate an organ. This rule defines the process for authenticating an applicant's intent to make an anatomical gift (organ donation) when applying for a driver license or identification card excluding renewal by mail.

This rule is needed so individuals can express their desire to donate an organ when they apply for a Utah Driver License. Therefore, this rule should be continued.
