    Subsection 53A-1-401(3) allows the Utah State Board of Education to adopt rules in accordance with its responsibilities and Subsection 53A-1-402(1)(b) directs the Board to adopt rules regarding student access to programs.

    No written comments have been received.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    This rule continues to be necessary because it provides standards for school athletic and activity coaches and standards for clinics and workshops. Therefore, this rule should be continued.
