Subsection 63A-5-103(1)(e) authorizes the State Building Board to make rules necessary to discharge its duties and the duties of the Division of Facilities Construction and Management (DFCM). Subsection 63A-5-206(4) authorizes the Building Board to delegate the administration of a facility construction project on state property to another agency or institution other than DFCM. This rule addresses the delegation of projects within certain categories to research universities.
