This rule was created as a requirement of Subsection 26-47-103(5), which appropriates state funding to the Utah Department of Health to provide grants to assist persons with bleeding disorders. This statute requires that rules must be established to govern the application form, process, and criteria for awarding these grants. This rule is Rule R434-50.

This rule was created to assist in the awarding of grants for assistance to persons with bleeding disorders in accordance with Section 26-47-103. The funding for these grants has received continued appropriation of funds, creating a continued need for Rule R434-50. Therefore, this rule should be continued.
