Sections 62A-4a-103 and 62A-4a-105 authorize the Division of Child and Family Services to provide programs and services that support the strengthening of family values, including services which preserve and enhance family life and relationships; protect children, youth, and families; and advocate and defend family values established by public policy and advocacy and education.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Continuation of this rule is necessary in order for the Division of Child and Family Services to continue to provide prevention and intervention services, administer In-Home and Out-of-Home Services, and provide for collection of fees and civil rights and due process for clients.
