    RULE ANALYSIS

    Purpose of the rule or reason for the change:

    The purpose of this rule is to amend Utah's Regional Haze State Implementation Plan (SIP) so that it includes Utah's Five-Year Progress Report on Regional Haze. Federal regulations require the progress report to be in the form of a SIP revision. Although the substance of the report has already been published for public comment, a rule must be proposed to incorporate the report into the SIP so that it conforms with state procedures regarding SIP revisions.

    This rule incorporates the Five-Year Progress Report on Regional Haze into Utah's air quality rules.

    R307-110-28. Regional Haze.

    The Utah State Implementation Plan, Section XX, Regional Haze, as most recently amended by the Utah Air Quality Board on [September xx, 2015]December 2, 2015, pursuant to Section 19-2-104, is hereby incorporated by reference and made a part of these rules.
