As per Section 53-3-206, the Driver License Division is required through rulemaking to examine an applicant's physical and mental fitness; eyesight; ability to read and understand simple English used for highway signs; knowledge of the state traffic laws; and other physical and mental abilities the division finds necessary to determine the applicant's fitness to drive a motor vehicle safely on the highways. A doctor's statement may be required when deemed necessary by the division.

This rule should be continued so the division's responsibility as per Section 53-3-206 to make sure those who get a Utah driver license meet the mental and physical requirements necessary to drive a motor vehicle safely on highways and other roadways are met.
