Subsection 4-2-2(1)(e) requires marketing orders be issued for any designated agricultural products to promote orderly market conditions, give the producer a fair return on the producer's investment at the marketplace; and only promote and not restrict or restrain the marketing of Utah agricultural commodities.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule provides for advertising and sales promotion to create and expand the market of Utah apples; research projects and experiments for the purpose of improving the quality, size, health and general conditions of the apples grown in Utah; and uniform grading of apples sold or offered for sale by producers or handlers. Therefore, this rule should be continued.
