This rule is enacted under the authority of Subsection 63A-5-103(1)(e), which directs the Utah Building Board to make rules necessary for the discharge of duties of the Division of Facilities, Construction and Management (DFCM).

DFCM and the Utah Building Board have not received written comments either in support or opposition to Rule R23-10.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Rule R23-10 defines those entities that have the authority, under the policy of the Utah State Building Board, to name state buildings. Therefore, this rule should be continued.
