Subsection 63-46b-21(2) of the Utah Administrative Procedures Act requires each agency to issue administrative rules addressing form and procedures regarding requests for declaratory orders from the agency. This rule is in compliance with that statutory mandate.

Since the agency will issue declaratory orders upon request, this rule is mandated by statute. Therefore, this rule should be continued.
