Sections 41-6a-702 and 72-6-121 authorize this rule, which establishes procedures for regulating access to high occupancy vehicle lanes by vehicles with a clean fuel vehicle decal regardless of the number of occupants.

The Department of Transportation still has a program that allows the use of high occupancy vehicle lanes by vehicles with a clean fuel vehicle decal regardless of the number of occupants. This rule is still necessary to regulate this program. Therefore, this rule should be continued.
