Section 53A-1-401 allows the Utah State Board of Education (Board) to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law; and Section 53A-29-102 allows schools to offer work-based learning programs in accordance with Board rules.

Rule R277-915 continues to be necessary because it establishes standards and procedures for work-based learning programs.
