Without this rule, ATV use on such heavily populated areas such as Bear Lake would not only be chaotic, but would pose serious public safety issues, as well as potential damage to the resources. By regulating the use and cooperating with other public agencies, public safety and resource protection can be maintained. Therefore, this rule should be continued.
