The rule clarifies when it is appropriate to utilize state funds in order to cover travel expenses of volunteers participating in National Senior Service Corps (NSSC) activities as indicated in Section 62A-3-104, which authorizes and requires the division to comply with the Older Americans Act. This definition is included in the Older Americans Act and therefore, is a requirement of Section 62A-3-104.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

There has been no opposition to the rule and allows the division to comply with Section 62A-3-104 of the Older Americans Act. Therefore, this rule should be continued.
