Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
There has been no opposition to the rule. The rule is necessary to ensure funding is divided equitably and as agreed to by the directors of the Area Agencies on Aging and as required by the Older Americans Act, 45 CFR Subchapter C, Part 1321.37 and with Section 62A-3-108.
