This rule is authorized by Sections 26-1-5, 26-1-17, and 26-1-24; and Title 63, Chapter 46b, which authorize rules and their implementation, including the conduct of administrative proceedings necessary to enforce the provisions of the Utah Health Code, Title 26, and the rules authorized or required by Title 26 and by the Utah Administrative Procedures Act, Title 63, Chapter 46b.
