    NOTICE OF REVIEW AND STATEMENT OF CONTINUATION

    Section 4-38-4 authorizes the Horse Racing Commission the powers and duties to regulate this rule. It also authorizes the Commission to make and enforce the rule.

     

    Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

    No written comments have been received.

     

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    The horse industry in Utah continues to be a large segment of our agriculture industry. Particularly those involved with recreational use of horses. The horse racing industry plays an important role in Utah's rural economy, and therefore, this rule should be continued.
