Purpose of the rule or reason for the change:
The Air Quality Board has proposed changes to State Implementation Plan (SIP) Section IX, Part A.23. When sections of the SIP are amended, the rule that incorporates those sections into the Air Quality Rules must be updated to incorporate the most recent version of the SIP as adopted by the Air Quality Board.
Summary of the rule or change:
The rule is amended to incorporate by reference the most recent version of SIP Section IX Part A adopted by the Air Quality Board. The Board has proposed to amend Chapter 7 of SIP Section IX.A.23 by establishing a motor vehicle emission budget (MVEB) for on-road direct PM2.5 emissions and establishing a trading mechanism to allow future increases in on-road direct PM2.5 emissions to be offset by future decreases in plan precursor emissions from on-road mobile sources at appropriate ratios established by the air quality model. The version of SIP Section IX.A.23 that is being proposed for public comment can be found on the Division of Air Quality's website here: http://www.airquality.utah.gov/Public-Interest/Public-Commen-Hearings/Pubrule.htm and a public comment period for the SIP will run simultaneously with the public comment period for this proposed rulemaking.
