Section 54-4-1 gives the Commission the authority and jurisdiction to supervise and regulate every public utility in this state, and to do all things necessary or convenient in the exercise of that power and jurisdiction.
Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:
No comments were received in the last five years.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Electric and gas utility companies continue to request approval of promotional programs and the Commission must continue to monitor and regulate those programs to insure that they are in the public interest. Therefore, this rule should be continued.
