    Section 54-4-14 grants the Utah Department of Transportation (UDOT) the authority for safety functions and railroads in conjunction with federal law. Section 56-2-4 grants UDOT investigatory powers over unsafe railroad equipment.

    The rule incorporates federal standards contributing to the safety of the public. Therefore, this rule should be continued.
