    Section 53A-13-101.6 directs the State Board of Education to provide a rule for a program of instruction within the public schools relating to the flag of the United States.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    It is necessary to continue this rule because state law requires the State Board of Education have a rule in place, and because the rule provides for subject matter and methods to use in student instruction relating to the flag of the United States.
