Section 53A-1-402.5 directs the State Board of Education to make rules that establish basic ethical conduct standards for employees who provide public education-related services or activities outside of their regular employment.

It is necessary to continue this rule because state law requires the State Board of Education have a rule in place, and because the rule provides necessary standards and guidance for school districts to use in establishing district policies and for educators to use when providing public education-related services or activities outside of the educator's regular employment. Without this rule, there could be undue influence on parents and students who have specific teachers who offer education-related services.
