Subsection 53A-1-401(3) authorizes the State Board of Education to adopt rules in accordance with its responsibilities, and Subsection 53A-6-104(2)(a) authorizes the State Board of Education to rank, endorse, or classify licenses.

This rule is necessary because it provides criteria for local school boards and charter schools to use when employing educators in appropriate assignments to ensure that public school students in the state of Utah are taught by appropriately trained and qualified teachers. The rule is also the basis for the distribution of professional staff costs to teachers for those teachers who are appropriately licensed and assigned.
