Section 26-18-3 requires the Department of Health to implement the Medicaid program through administrative rules, which include the provision of long-term care services to facility residents. In addition, 42 CFR 483.10(c)(3)(i) requires facilities to deposit resident funds over $50 in a separate interest-bearing account.
