Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

Subsections 53A-1-402(1)(b) and (c) direct the Utah State Board of Education (Board) to make rules regarding competency levels, graduation requirements, and instruction requirements; Section 53A-1-402.6 directs the Board to establish core standards for Utah public schools; and Subsection 53A-1-401(3) allows the Board to adopt rules in accordance with its responsibilities.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule continues to be necessary because it specifies the minimum core standard requirements for public schools. Therefore, this rule should be continued.
