This rule is authorized by Section 41-6a-1640. Subsection 41-6a-1601(2) states that the department shall make rules setting setting minimum standards covering the design, construction, condition, and operation of vehicle equipment for safely operating a motor vehicle on the highway.

The department outlines the adoption of federal air conditioning standards to help protect the occupants of the vehicle and public. Therefore, this rule should be continued.
