Section 53A-1-401 allows the Utah State Board of Education (Board) to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

No written comment has been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

Rule R277-101 continues to be necessary because it provides the procedures to be followed by the Board in its conduct of the public's business in order to hear from those who desire to be heard on public education matters in the state and to effectively and efficiently utilize the time of the Board. Therefore, this rule should be continued.
