    NOTICE OF REVIEW AND STATEMENT OF CONTINUATION

    Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

    Subsection 53A-1-401(3) allows the Utah State Board of Education (Board) to adopt rules in accordance with its responsibilities and Subsection 53A-17a-150(14)(a) directs the Board to develop rules for implementing the K-3 Reading Improvement Program.

    Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

    No written comment has been received.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    This rule continues to be necessary because it outlines the responsibilities of the Utah State Board of Education/Utah State Office of Education and local education agencies for implementation of the K-3 Reading Improvement Program. Therefore, this rule should be continued.
