    Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

    Pursuant to Sections 52-4-207 and 4-18-105, electronic meetings were set up to facilitate meetings when a group cannot meet in person because of weather, or travel expenses.

    Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

    No written comments have been received.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    On occasions there are needs to have an electronic meeting versus a face to face meeting because of travel restrictions or weather restrictions. The rule also provides an opportunity to save on travel expenses for board members. Therefore, this rule should be continued.
