This rule is authorized by Subsections 63-2-204(2)(d) and 63-2-904(2). The first subsection referenced allows a governmental entity to make rules in accordance with Title 63, Chapter 46a (Utah Administrative Rulemaking Act), specifying where and to whom requests for access shall be directed. The second subsection allows a governmental entity that includes divisions to specify at which level the requirements specified in this chapter shall be undertaken.
