This rule is adopted pursuant to the rulewriting authority granted to this agency under Section 63F-1-206 and pursuant to the Utah Administrative Procedures Act, Subsection 63-46b-1(6), which provides that agencies may enact rules affecting or governing their adjudicative proceedings.
